Anthony W. Everidge is the Director of Personnel and Resources, Air Force Installation Contracting Center, Air Force Installation and Mission Support Center, Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio. In this capacity, he assists the commander in the oversight and processing of actions for 750 personnel responsible for $9 billion in annual obligations and a total contract portfolio of $55 billion. The guidance and direction he provides in filling positions extends worldwide across the Air Force, supporting eight major commands and their 77 units. He ensures actions positions are filled in support of the federal mandated Category Management Initiative and in support of enterprise-wide installation strategic sourcing efforts for the Air Force and Department of Defense.
He has over 30 years of Air Force acquisition experience, including serving on the staff at the AFMC Contracting Directorate and as the deputy chief of contracts for the Air Force Research Laboratory supporting technology directorates at Wright-Patterson AFB, Ohio, where he was responsible for 215 contracting officers/negotiators awarding 5,600 actions per year with annual obligations of $1.7 billion.
He led AFRL in establishing a relationship with the Intelligence Advanced Research Projects Activity to ensure smooth and efficient business processes with this key intelligence community organization. AFRL has become a research partner with IARPA, a relationship that has benefitted both organizations through synergistic research. Mr. Everidge's acquisition experience and expertise enabled AFRL and this non-Department of Defense entity to establish common business practices and contracting processes.
He also led the establishment of the Center for Rapid Innovation at AFRL, establishing a streamlined acquisition team and process supporting Central Command and the Joint Improvised Explosive Device Defeat Organization (JIEDDO) by providing rapid technology solutions for current warfighter needs.
Mr. Everidge has worked various contracting efforts over the years including multi-million dollar advanced turbine engine demonstration programs between AFRL and the Aeronautical Systems Center Engine Systems Program Office; the acquisition strategy and award of one of the first Section 845 Other Transactions for Prototype in AFRL -- the Affordable Rapid Response Missile Demonstrator (ARRMD) program; and the Global Hawk Other Transaction out of the Defense Advanced Research Projects Agency (DARPA). He has also worked joint and tri-service aircraft engine programs with the U.S. Army and U.S. Navy; served as the contracting officer closing out the National Aerospace Plane program and transitioning that technology within the Air Force; and led a 25-person team for the AFMC Federal Acquisition Regulation Supplement (AFMCFARS) rewrite. The rewrite was completed in only 75 days and became AFMC's first paperless regulation.
Mr. Everidge is often sought out by offices inside and outside of the DoD for advice on contracting, other transactions, assistance instrument processes and personnel procedures including both Acquisition Demonstration & Laboratory Demonstration Personnel Projects.
He received his Bachelor of Science in Business Management from Urbana University, Urbana, Ohio; a Master of Science in Economics from Wright-State University, Dayton, Ohio; and completed Air War College. He has received numerous awards including the DoD Award for Excellence, the AFMC Outstanding Contracting Award for Science and Technology and the Secretary of the Air Force Civilian Achievement Award.
