ANDERSEN AIR FORCE BASE, Guam – The Air Force Installation and Mission Support Center's Detachment 2 successfully led the award of a $42 million project recently to construct a new Standoff Weapons Complex at Andersen Air Force Base, Guam.
The state-of-the-art complex will make Andersen the first installation in Pacific Air Forces to support a new strategic force projection initiative, enhancing training capabilities with Department of Defense partners in the region.
Air Force-wide, this award is the first fiscal year 2021 funded project to surpass that milestone as a result of the effective collaboration between the Air Force Civil Engineer Center, AFIMSC Det. 2, the Naval Facilities Engineering Command Pacific and the 36th Wing at Andersen.
AFIMSC Det. 2, the design and construction manager, will manage the project with support from NAVFACPAC, the design and construction agent, and the 36th Wing for construction of the new complex.
Construction will expand the existing missile assembly shop and add a new powered trailer maintenance facility supporting the operation of self-propelled trailers. Supporting infrastructure will include upgrades to transportation routes with heavy-duty pavement to accommodate increased traffic volume. The project will also include a new airfield entry gate and upgraded utilities to the new facilities.
The complex is the first PACAF MILCON project to implement the new cyber security risk management requirements for building systems controls.
AFCEC’s Facility Engineering Directorate, which oversees the Air Force MILCON program, will also monitor construction execution to ensure the project stays on time and within budget to deliver resilient infrastructure solutions.

Dave Norton, director of AFCEC’s Facility Engineering Directorate. “Continued cooperation and technical expertise of AFCEC and AFIMSC/Det 2 professionals will help ensure the installations are equipped with right-sized and modern infrastructure with a long lifespan at the overall lowest lifecycle cost.”
Home to the 36th Wing, Andersen is a strategically located installation with a primary mission to employ, deploy and enable air and space forces in the Indo-Pacific theater. With continuous bomber task force, the base provides support with combat, contingency and humanitarian missions, and serves as a key transit point for numerous aircraft en-route to several Indo-Pacific locations.
“The new standoff weapons complex will be another advancement in the 36 Wing’s mission of expanding combat capability from the forward edge of the Indo-Pacific. Its support to our current and future missions will increase our effectiveness as a lethal fighting force,” said Col. David K. Aragon, 36th Wing vice commander.
Construction is expected to be complete in 2023.
