AFCAP is a rapid response contingency contract mechanism that uses pre-qualified vendors via fixed price or cost reimbursement task orders to provide U.S. Government entities a cost effective, yet highly responsive solution to meet urgent mission requirements. AFCAP is designed to leverage the use of the private sector to serve as a force multiplier to augment military resources and provide rapid design/construction, service contracts, and/or logistics/commodity solutions in support of contingencies.
AFCAP is managed and serviced through the Air Force Installation and Mission Support Center (AFIMSC) enterprise under the Air Force Civil Engineer Center (AFCEC) Readiness Directorate (CX). The Readiness Directorate’s mission is to enable Civil Engineers to build, sustain, and recover installations…anytime, anywhere.
Mission
The AFCAP mission is to develop, keep viable, operate and optimize a world-class contingency contract tool to leverage force multiplying capabilities from the private sector in meeting Air Force and U.S. National Command Authority contingent mission objectives worldwide.
Background
Since 1997, AFCAP has provided continuity to satisfy increased support requirements and sustain extended operating forward locations. With a few limitations, AFCAP can perform any task expected from a Civil Engineer, Force Support, or RED HORSE unit. Some of the services that AFCAP has provided over the years include installation support services (i.e., maintenance and custodial services, dining services, linen exchange, etc.), air traffic controllers, War Reserve Materiel (WRM) equipment augmentation and maintenance, power plants, and even rock quarry operations. Engineering products and services can include planning, infrastructure and facility construction, operation, maintenance, sustainment, revitalization, reconstitution, restoration, disaster recovery, and more. AFCAP can even be used for Explosive Ordnance Disposal (EOD) for military ordnance support, but for blow-in-place, range clearance operations only using the latest approved techniques.
AFCAP cannot be used for armed mercenaries; the operation of field exchanges, which is a funds-generating activity for the Army & Air Force Exchange Service (AAFES); nor for the performance of inherently Governmental functions to include the initial response for force projection and beddown for military operations, exercise scenarios with training value, or mortuary operations. Public law also limits contracted support for CONUS fire crash rescue and security forces to only circumstances where a shortfall is caused by military deployments.
AFCAP Team
1) The Customer (any U.S. Government entity, NATO or Coalition partner) is responsible for ensuring use of correct Congressional appropriations, on-site contract administration (via an Administrative Contracting Officer (ACO)), technical expertise, quality assurance, and task order surveillance (via a Contracting Officer Representative (COR)).
For all Air Force Customers, requests should be funneled through either the Major Command or Air Force component to the Combatant Command Director of Engineers or Director of Force Support. These entities serve as the clearinghouse for requirement vetting and identification of the source of funding, provide resource advocacy, appropriate programming, determination on level of standards and guidance on execution method for task completion.
Non-Air Force Customers should follow the provisions of the Economy Act contained in the Federal Acquisition Regulation Subpart 17.5.
2) The AFCAP Program Managers are responsible for collaborating, developing, and maintaining acquisition documentation; managing performance and assessing value to the warfighter; and providing continuity on all AFCAP task orders.
3) The AFCAP Contracting Officers are responsible for the negotiating and awarding of task orders, performing oversight of contract administration and modifications, and engaging with the AFCAP prime contractors, as necessary.
4) The AFCAP prime contractors (listed in alphabetical order) are responsible for supporting AFCAP task orders using sound business practices including smarter, faster, cheaper, and innovative methods and/or processes.
