William R. Kiser

William R. Kiser is the Director, Detachment 7, Air Force Installation and Mission Support Center, Joint Base San Antonio-Randolph, Texas. In this role, he serves as the AFIMSC senior representative to Air Education and Training Command in support of 60,000 Total Force personnel at 23 wings, 10 installations and five geographically separated groups with installation and mission support capabilities resident in his detachment and available within the AFIMSC enterprise.

Mr. Kiser’s career spans more than 30 years, including 25 years of military service and over five years as a government civilian, all focused on financial and project management supporting installation readiness. He served 14 years as an enlisted Airman in financial management before briefly re-training as a Communications and Information Project Manager. Commissioning through Officer Training School in 2009, he returned to financial management, advancing readiness across 11 years of officer assignments at installation, joint and Department of Defense levels. Mr. Kiser deployed to Saudi Arabia for Operation SOUTHERN WATCH and twice to Afghanistan for Operation ENDURING FREEDOM. He retired from active duty in August 2020 and continues his mission-focused service as a government civilian. Prior to his current position, Mr. Kiser was the Technical Advisor, Resource Management Analysis Division, Financial Management Directorate, AFIMSC, Joint Base San Antonio-Lackland, Texas.
