Colonel Constance H. Young

Colonel Constance H. Young serves as the Commander, Air Force Installation Contracting Center, Air Force Installation and Mission Support Center, Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio. She leads more than 865 operational acquisition professionals responsible for a $96 billion contract portfolio. In this capacity, she directs enterprise-wide installation strategic sourcing efforts for the Air Force and oversees $9.1 billion in annual obligations in mission and installation requirements. Her contracting authority extends worldwide across AFICC in support of nine major commands, 82 units and the U.S. Air Force Academy. Additionally, she is designated as the Commander of a Joint Theater Support Contracting Command upon activation. She also directs contract execution in support of the Defense Technical Information Center, Air Force Medical Readiness Agency and Air Force Civil Engineer Center.

Prior to her current assignment, Col. Young served as Executive Acton Group Director to the Secretary of the Air Force and Chief of Staff of the Air Force. In this capacity, she oversaw the strategy and communications teams responsible for developing ideas, strategic engagements, and communications for the Secretary of the Air Force and Chief of Staff of the Air Force. 

Colonel Young commissioned in 1996 upon graduation from Air Force ROTC as a distinguished graduate from Tuskegee University, Alabama. She is a joint qualified officer with extensive deployment experience in support of peacekeeping/enforcement, humanitarian and combat operations.

Colonel Young's leadership experience includes directing procurement and contract management at multiple levels. As Director of Procurement for United States Special Operations Command and Head of Contracting Activity, she led a 350-member joint service team across 35 global offices, providing critical support to Special Operations Forces. She also commanded the Defense Contract Management Agency (Pacific), managing a 90-member multi-national team across 12 Indo-Pacific countries, overseeing contract administration, air operations, engineering, and quality assurance. Moreover, as Director of Installation Contracting, she led a 190-member team responsible for contracts valued at $4 billion.
