Curtis A. Locker is the Acting Executive Director of the Air Force Installation Contracting Center, Air Force Installation and Mission Support Center, Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio. In this capacity, he assists the commander in leading over 878 operational acquisition professionals responsible for a $96 billion contract portfolio. Additionally, the organization directs enterprise-wide installation strategic sourcing efforts for the Air Force and oversees $9.5 billion in annual obligations in mission and installation requirements. The contracting authority and guidance he provides extends worldwide across AFICC in support of eight major commands and their 77 units. Locker also directs the contract execution in support of Defense Technical Information Center, Air Force Medical Readiness Agency and the Air Force Civil Engineer Center.
Previously he was the Director, Air Force Installation Contracting Center, Enterprise Solutions Support Directorate, Air Force Materiel Command, Wright-Patterson Air Force Base Ohio. In this position he led a multi-functional staff providing category management support to SAF/MG and 6 DAF Category Managers. AFICC/KA also provides business intelligence, strategic sourcing, and source selection support across a $33 billion portfolio to 77 operational contracting squadrons and 10 enterprise sourcing squadrons throughout the Air Force.
Locker’s military career began in 1983 as a survival instructor at Fairchild AFB, WA, Strategic Air Command. He then transitioned into the civil engineering career field where he led multiple construction efforts at multiple bases across the Air Force, CONUS/OCONUS. His 32-year contracting career began when he cross-trained into the contracting career field as a Contract Specialist at Whiteman AFB, MO. After serving in a variety of leadership positions, he retired in December 2003. He was then selected as the Director of Business Operations, 341 CONS, Air Force Space Command, Malmstrom AFB, MT, where his civilian contracting career began. Locker has incumbered multiple key leadership positions such as Division Chief, Chief of Contracting (Operation Enduring Freedom), Directorate level Director and SCAT I Source Selection Authority, with experience ranging from operational to weapon system acquisitions. Additionally, he has deployed several times holding multiple positions.
