U.S. Air Force Airman 1st Class Samuel Hooper, a 35th Civil Engineer Squadron heavy equipment and pavement technician, works with Yoshinobu Ongasawara, a Japanese contractor, to level concrete on the flight line at Misawa Air Base, Japan, May 23, 2017.
