TYNDALL AIR FORCE BASE, Fla. – The U.S. Army Corps of Engineers recently awarded a $145.4 million contract for a new dormitory project under the Air Force Civil Engineer Center’s natural disaster recovery program.
The new dorms project is the ninth military construction project awarded for the Tyndall rebuild, but the second to be awarded through a recently established multiple award task order contract – a procurement strategy that establishes a pool of highly qualified contractors who provide competitive project-specific proposals to bolster program execution.
“The MATOC, as one of several procurement strategies used by the natural disaster recovery program, helps achieve timely contract awards in a competitive bid environment with high confidence in construction quality and cost effectiveness,” said Brig. Gen. Mark Slominski, Air Force Installation and Mission Support Center mobilization assistant to the commander and AFCEC’s Built Infrastructure executive director.
The project, awarded to Hensel Phelps, will construct two five-story permanent party enlisted dormitories to house 480 E-1 to E-4 military personnel in single occupancy dorms. The facilities will be built to withstand hurricane-force winds of 165 mph.
“This project is essential for the Tyndall rebuild since only three dorms survived Hurricane Michael – a loss of 509 Airmen beds,” said Milea Franklin-Webb, southside lead for the NDR’s execution branch. “Construction of the new dorms will ensure our Airmen have comfortable and up-to-date living areas for their critical rest and relaxation.”
The scope also includes community activity areas, kitchens, laundry facilities, theater and meeting rooms, office space and a rooftop terrace.
“The Air and Space Forces recognize the critical importance of high-quality dorms for retention and mission generation,” said Slominski. “Dorms are the on-base homes for our unaccompanied enlisted force. I’m excited to have this MILCON project awarded as a key component of the Tyndall rebuild!”
Construction is expected to break ground in the summer of 2022 with anticipated completion in September 2024 and an occupancy goal of summer 2025.
The nearly $5 billion rebuild at Tyndall is a five-to-seven-year-long process, which includes over 40 new MILCON projects and 260 facility restoration and modernization projects.
