AFIMSC Capability: Financial Management

The Air Force Installation and Mission Support Center enhances Department of the Air Force lethality and readiness by funding mission-critical requirements at the right time and at the right level, as well as delivering clear financial operations policy and guidance to support timely, accurate pay and audit remediation. AFIMSC supports 83 Air Force and Space Force installations, nine Air Force major commands, and two direct reporting units with an annual budget of $13 billion.

Driving the Mission

The center’s financial management capability provides unbiased analysis and decision support to commanders and financial management customers to help them understand the financial impact of decisions, while making fully defendable resource decisions. Financial analysis, resource planning, customer support and guidance helps sustain installation and mission support operations. FM also provides financial analysis tools and status trackers to synchronize and optimize planning and programming efforts.

Financial Analysis

Installations and major commands receive expert specialized financial analysis, decision support and training through AFIMSC. These efforts vary and cover areas such as process improvement events, business case analyses, lease versus purchase analyses, and completing analyses required by policy for proposed projects.

Resource Planning and Customer Support

AFIMSC delivers globally integrated financial guidance and decision support for I&MS portfolios, installations and primary subordinate units. Financial management experts provide the tools, and support commanders need to evaluate the holistic health of their base so they can smartly prioritize funds and enable a risk-balanced portfolio while maximizing strategic resourcing enterprise-wide. These include:

  • Requirements planning
  • Cost estimating

Technical Guidance and Policy

AFIMSC executes global financial operations by providing expert policy support and technical guidance for pay, travel and oversight programs. Other responsibilities include:

  • Program analysis, metrics, oversight and execution directly impacting military, civilian and travel pay entitlements
  • Disbursing operations
  • Banking operations
  • Financial Improvement and Audit Remediation compliance
  • Quality assurance
  • Internal controls
  • Non-appropriated funds
  • Antideficiency Act and audit liaison programs
  • Defense Travel System and Government Travel Card programs

AFIMSC serves as the focal point for the integration of strategy and policy, delivering superior decision support and facilitating the flow of ideas across the organization. The center is responsible for providing enterprise-wide planning (Planning Choices – 30-year plan) and programming (Program Objective Memorandum - 5-year Future Year Defense Program) resource advocacy supporting national and strategic objectives through a transparent governance process.

Readiness

Major Command Functional Managers and Functional Area Managers deliver responsive and integrated agile combat support training and readiness for I&MS capabilities. These experts evaluate personnel placements to provide global career field manpower, manning, unit type code management and force development to ensure installation leaders receive trained and mission-ready financial professionals.
